Regulation on fees charged for broadband deployment on a per linear meter (NGN145 per meter)

[1] These should include all fees that are charged on a per linear basis for operators deploying broadband infrastructure, including but not necessarily limited to ROW fees, annual per-meter fees, and reinstatement fees.
